China CEC Engineering Corporation (CEC for short), former name as Changsha Designing Institute of China Light Industry, was founded in 1953. It was one of the initially established large-scale design institutes in China. After reforming and reorganization in December 2002, CEC is now a limited company with the status of an independent legal entity and also a stock holding company of China HAISUM Engineering Co., Ltd., which is a subsidiary company of China National Light Industry (Group) Corporation under the supervision and management of the State-owned Assets Supervision and Administration Commission of the State Council.

CEC is mainly engaged in engineering consultation, engineering design, construction supervision and project general contracting, and serves in light industry, architecture, building materials, agriculture & forest industry, urban utilities, power industry, etc. CEC possesses Grade A Certificates of Engineering Design and associated Project Contracting, Engineering Consulting, Project Cost Consultation, System Integration Design for Intelligent Buildings; Grade B Certificates of Urban Planning and Engineering Design for Power Generation (thermal power); Grade A Certificate of Construction Supervision; Design License of Pressure Vessel (D1, D2) and Pressure Pipeline (GB, GC), etc. awarded by national related authorities. CEC also enjoys Foreign Trade Right approved by Ministry of Foreign Trade and Economic Cooperation, and Overseas Project Contracting Qualification approved by Ministry of Commerce. In 1998, CEC passed ISO9001 Quality Management System authentication, and in 2000 updated to ISO9001:2000 version. In 2007, CEC passed ISO14001 Environment Management System and GB/T28001 Occupational Health & Safety Management System authentications. CEC's Integrated Informational Management System covers the whole process of production and management.

CEC employs over 500 staffs, among them, 4 are experts who enjoy State Special Subsidies, 47 are professorial senior engineers, 115 technicians enjoy senior title, 124 technicians enjoy middle level title and over 300 enjoy different national registered qualifications.

CEC has been engaged in engineering consultation and design for over 50 years, accomplished over 3,000 projects with services of engineering consultation, engineering design, project contracting and construction supervision in 31 domestic provinces, cities and autonomous regions and overseas such as in Algeria, Eritrea, Tunis, Jordan, Egypt, Thailand, Myanmar, Vietnam, Pakistan, Malaysia, Indonesia and the United States. There were over 40 projects invested by foreign capital and over 10 overseas projects. The market share and core competencies of CEC are at top of the industries relying on its advantages of talents, experiences, technology and management in the fields such as pulp & paper making, salt refining & salt chemicals, household appliances and power generation by incinerating sludge and waste, etc. "Changshun Supervision", which is a holding subsidiary of CEC has also become a famous brand of engineering supervision in Hunan province.

Since the state developed excellent engineering design selection in 1982, CEC has been awarded over 100 national, provincial or ministerial excellent engineering prizes and awards for technology progress. Among them, Hunan Yuanjiang Paper Mill and Chongqing Zhaofeng Ceramics Factory won Gold Medals of national excellent design; Zhejiang Ningbo White Board Mill, Qingdao Haier Refrigerator Factory, White Board Project of Zhuhai Hongta-Renheng Paper Co., Ltd and the Offset Paper Project of Yunyang Paper Group won Selver Medals of national excellent design; Art Paper Project of Suzhou Papyrus Paper Co., Ltd. and Second Phase Special Paper Project of Minfeng Group won Bronze Medals of national excellent design. CEC also won 25 provincial or ministrial level prizes.
